Enjoying a cup of hot tea is rather different than getting "steamed".
While most flavors taste better warmed, there are still plenty that do taste better cold, as well. A good meat loaf will usually taste fine cold, along with vichyssoise, cold beet soup, many relishes, and desserts.
We would really have to look at the science a tiny bit. Room temp is about 70ºF. Our internal body temp is about 99-100ºF, or roughly a 30ºF difference. Anything you drink that is under 99ºF, your body will simply regard as neutral, and lower than the ambient body temp. While you can safely and easily drink HOT tea and coffee which is 130 to 140ºF, if you exposed that temp to your external body it will start to burn you. That is because the outside of your body is in about a 70º environment, so that tea or coffee which is 30º over the internal temp would be 60ª SIXTY degrees over the OUTSIDE body temperature.

Sort of. I take my coffee hot, but that's mostly BECAUSE you can't really taste it when it's hot, and coffee doesn't actually taste good. Beyond a certain point, heat interferes with flavor.
But hot cocoa cold just doesn't work; the heat there is PART of it. The key, or part of it, may be that coffee's typically served above boiling, and cocoa below, but I think there's more to it than that.
I have a "cat's tongue" which means my tongue burns easily.
I love somewhat steaming hot drinks, but they can't be too hot.

I like my coffee extremely hot. I can't stand hot tea but I like iced tea. I like my meals to be hot, I might wait until they're cooled off a little bit.
