Oh, yes. Dried will as well, but a little experimentation will show you the difference.

Depends. For salad dressing I prefer dried one for spaghetti bolognese is better fresh garlic

I prefer fresh over all, but it's a pain in the ass to peel. I've bought pre-peeled garlic but even that seems weak flavor in comparison.
