If a beer was made in another country but now brew it in your country too, is it considered imported or domestic?

There is one bar downtown that only sells Guinness on draft and it was the smoothest, most creamiest I’ve ever had, and I believe it’s because it’s constantly being runned and switched out so super fresh..

I believe it would be a domestic beer. Doesn't matter where the corporate flag is flying. I could be wrong though.
