Yes, but only if I was sure thats what they were actually doing.

Sometimes people put stuff in their backpack or bag or whatever, then they go to checkout and pay.

Just because they don't want to drag a cart around or carry stuff awkwardly in their hands does not automatically infer shoplifting.

No, I also would stop them and tell them I'd pay for it. I'd rather help someone out than see them in trouble for stealing a basic necessity, everyone needs to eat, just show some basic kindness.

if they're not doing it to be malicious i would not. one time i saw a lady trying to get enough money for bread and something else and i slipped a hundred into her coat

Yes. That is still stealing, whether they're homeless or not. But if they really are poor, then I might not say a word.

I'd give them a knowing look in the hope that they would stop what they are doing. I would not turn them in, though. It's not my job to be food police.
