Being tossed into dungeon just with bread and water, is some old German saying for bad prisoner treatment. Personally I know some old "Bread soup" dish where dried sour dough bread is used, beef broth, cabbage and onion pieces roasted with smoked bacon. However bread and water doesn't sound tempting.
I think I'd just eat the bread first then drink water.

I have had it. It is not as bad as it sounds. Add hot tea instead of the boiling water, sweeten the dish with sugar, and top with a little cold milk.
