Considering the times I've been to England and Scotland, I've seen a lot of drinking... and there's a pub on every street corner. So my guess is Great Britain.

It is a business situation plus if you gotta send an agent across the world and they need to blend in they gotta know which type of alcohol to drink to look like a native

@JacobJordan but it doesn't say what type of drink they consume. and you wouldn't need to publish the study for CIA agents to know what to consume. I mean i didn't need a website to tell me what to drink when i went ot Mexico, Italy, Thailand, Vietenam, etc, etc

It isn't just what but how much (or at least how much others drink) a big way to gain someone's trust is to have drinks so knowing that you have a decent chance of getting the average person to share drinks is a quick in for an undercover agent. Also the Cia does more than just black ops. Remember it is central intelligence agency. Intelligence is the key word. Gaining any and all information about various places.

@JacobJordan right but you don't need a study published by the CIA to know what people drink in countries. this isn't about black ops or anything like this. to know what people drink in a country you could literally google it or walk into a bar. i mean every country in the world drinks beer.

and the study doesn't show what kinds of drinks they consume, just how much they drink per capita

I would have said Germany because it's synonymous with beer. But I think binge drinking has been outlawed in Germany because when those guys get too liqoured up, they like to start forming parties and invading other countries.
