I don't like beer at all and I'm not big on wines but I actually preferred wines from Spain or Italy over France. France has many famous alcohols but in my opinion they're greatly overpriced and you can find nicer things in other countries that are less popular. Polish vodka is the best, there's also many flavours and strong fruit and honey (mead) liquers (near 40%). One of the nicest things I've ever had was 75% slivovitz (they can be up to 90% but I wasn't brave enough), despite the high alcohol content it had the most wonderful and fresh plum flavour and aroma. Slivovitz comes from Slavic and Balkan countries and I had it in Poland and Croatia. Rakija is somewhat similiar but has other fruits too and sometimes floral aroma which I'm not a fan of. Pure plums is the best.
My biased answer for the best is Italy. France is good though too. Croatia has good drink too but it’s all imported.
When it comes to beer, the Germans might patriotically claim the best, but if you push them they will begrudgingly and under duress admit that the Belgians have them all beaten.
However the question specifies alcohol, not beer, so you have to include the wine, the cognac, the champagne, etc. And suddenly its France, no question.
France. No ifs ands or buts about it.

Germany has great beer.
But wine might be better from further south.
Further north you often find stronger stuff.
Different places have different traditions with beverages that's kind of like apples and oranges, if you get my meaning...

I would say France cause there's a really big diversity in alcohol here, champagne, rose wine, white wine, red wine, sparkling wine, beer, whisky, Absinthe (which was forbbidne during nearly one hundred years since it was considered as too dangerous, it made tons of people become completely crazy cause the percentage of alcohol is so high 90 degree while whisky considered high is only 40 %, it was also used for abortion).
We also have lots of others very strong liquor, liquor made with Sapin too (I tasted with without alcohol and it tasted delicious).
I think alcohol in France are the best because we have so much diversity in terms of land, mountain, ocean, mediterranean, tropics, etc... which make us have very diverse plants and all and thus many diverse kinds of alcohol unlike any others.
I’ve only tried alcohol in Greece that I remember, cause our Germany trip was a 3-4 hour bus ride from the cruise ship with no bathroom breaks and I was worried the alcohol would lead to unquenchable thirst or washroom breaks that I could not do.
The Czech Republic has the best beer. I am partial to Spanish wines and well-aged port from Portugal. Scotland has the finest whiskeys, and I've never met a Polish vodka that I didn't like!

I have no tolerance … I tried but also dislike the taste of alcohol. My lost. I finally tried Some yummy French wine !!! Amazing! Still can inly tolerate a few sips. So I never order n just steal from my friends/family.

Probably Scotland because scotch hasn't bored me yet but I love Polish vodka, partial to port at Christmastime also like Frangelico from Italy and the occasional Cognac
As a beer drinker I would say Germany. Belgium produces some very strange fruity beers but my taste doesn't run in that direction. Maybe I am biased but Britain is very good at producing bitter, stout and porter.

I am not a beer drinker. But Germany hands down had the best beer I have ever tasted in my life.

I'm not into beer so beer countries are out. Poland has honey vodka and that's awesome. I've also had reika which is intense.
England and Czech Republic have best beers, Italy and France have best wines, Italy has best spirits.
To me it's a toss up between Ireland and Germany but I am not a big drinker but I do Ireland had more options and better alcohol.
Belgium has the best beer, Italy the best wine.
Everybody here saying Germany has the best beer - have you ever been to Belgium? Germany has good beer, sure. But Belgium is a league of its own.

@dolemite89 Most sane Germans will admit that. Like I said, Germany has good beer, no question. But there's not a lot of variety when compared to - the much smaller - Belgium. Belgium beer has flavor and so many different of them.
Most people here saying Germany has the best beer are Americans - and Americans are used to very bland beer, so it's not surprising they'd be so impressed with German beer. Also, Americans are obsessed with Germany in general. It's pretty weird. Nothing against Germany, but there's just far more interesting countries in Europe.

Ah yes I forgot how much culture Spain shares with Estonia, Latvia, Bulgaria etc. Those countries are nothing like the Slavic Russia...
@bobby_bush_eater yeah you could say those countries are fresh refugees that are still in the process of stripping off their former soviet shackles. they still have to fight with tyrannical governments that exploit their people and they are aspiring to assimilate into the european culture. if you wanna make the argument, that they're not quite done with adapting a european culture, i'd totally agree with you.
same story with turkey who has been trying to get into the EU for years.
after all the eastern part of germany also has a sort of "soviet" history. so there's some variation and changes over time, not invalidating my argument that "continental Europe" and "the european union" are fundamentally very different.
There is no one country that's better than the other generally speaking. If you want vodka go to Russia, if you want tequila go to Mexico
