Does anyone know how to make these things?

There's no recipe at all - at least no cooking, really.
Looking at the image, they are using
1. "little party hot dogs" but little finger sausages aka Vienna sausages are fine and I think that was what was used.
2. Pearl onions
3. Cheddar cheese cubes.
You can buy all of these in any supermarket.
You'd have to cut-up the hot dogs/sausages.
If you can't get cheese cubes, then get a brick of cheddar and cut it into cubes.
And, of course, you'll need toothpicks.
Sometimes you can get the onions like that in a can or jar. Otherwise you buy a bag of them and peel.
Not sure, but I think there are also either pears and/or pineapple chunks on the toothpicks... the toothpicks are not uniform.
Yeah, I was right!

It looks like a savory version of the perfectly normal cheese and pineapple skewered to a melon nobody's going to eat. I appreciate the addition of aluminium foil to react to my amalgam fillings, though; it would have been a reliable denture detector, before the invention of ultra-violet light...

I haven't seen a cheese hedgehog since years. Tapas, small canapes and mini pizzas are then new finger food trend on parties.
