I told it to her in a message randomly. I talked to her very briefly (we were both busy) and she wasn't mad or awkward about it. She mentioned it and seemed to be in a good mood, but sounded sad or disappointed when we couldn't talk for long. Should I take that as a good or bad thing?

I think it's sweet. Although you shouldn't say it to a stranger or she might get you a restraining order.
