I don't know. I'm observant so I comment on anyone's clothes, hair, etc. Plus, I've known guys who get uncomfortable when you gush about their clothes, so I try to not do that unless I know someone well. It also depends on your style of flirting. For me, flirting is more teasing, body language, and touching.

Depends on how you do it and what you mean by it. "I like that shirt [hairflip, bicep-squeeze, eyelash-flutter]. I bet it would look GREAT on my floor [suggestive look]" is flirting. "Hey bro, cool shirt" is not.
