I can't stop staring at girls' who's skirts fly up in the wind - do girls notice guys when this happens?

I am NOT a creepy voyeur who seeks out skirts on windy days or anything like that. It is entirely beyond my control, it's subconscious - when I see a skirt take off in the breeze or hear the panicked shriek of a damsel in distress desperately trying the keep her skirt in check I sometimes find myself locked in a slack-jawed gaze without realising it. About 50% of the time I either anticipate it happening (ie I see a skirt being battered around a girl's legs in the breeze) and I consciously look away OR I have my wits about me when it happens and am able to avert my gaze. The other half of the time though... if the ladies notice that they're being watched they must think i'm a right muppet.
Girls notice who's watching when they're skirt takes off, but are understanding when guys stare

Girls are oblivious to those around them when this happens!
