It's not weird at all for the girl to make the first move these days and it's definitely not creepy. I think breaking the ice with a simply "hi how are you" will go a long way. And once they reply It'll open the door for you to follow up on different things to talk about especially since you're in the mall. You could ask them what they're shopping for or where to get the deals. Once you start talking, you can slowly lead to asking them for their number and then mention a movie to see with them or even somewhere like a mini golf so you both can enjoy doing things together, if they seem interested in you. I know building up the courage is tough, but stay positive and it'll be alright. Give it a try, I hope it works out for you.
Just go up to them and say hi. Ask why they're at the mall, or just make an observation about something that's going on around, or if you wanna be bold, tell them they're attractive.
I'd keep the conversation short. Just go up to him, talk for like 3-5 minutes, ask for his number, and leave.
Guys aren't used to being approached, so we tend to be more welcoming when a girl puts the effort to approach.

just strike a normal convesation. talk about anything that comes to your head. once a woman opens her mouth she can keep going endlessly... .
