What does it mean when a Girl talks softly to a Guy?

A Girl I know always does this I don't know if she wants to just be my Friend or not. Whenever I see her around College she talks so really softly to me and also really quiet - sometimes I don't understand what she is saying exactly - she also sits beside me all the time even when their are dozens of other seats around. I don't know if this is relevant but when I'm talking to her she always messes about with her hair and fiddles with it.

So what exactly does this mean - any help would be appreciated.

What I also noticed yesterday was that when I left her sitting in the Library afterwards she took off and moved to where I was sitting what I thought was odd - their was nothing wrong with her PC it was working fine.

I don't know why she just moved to sit on my seat or not - I'm not sure why.
