Based from experience and from the woman i know, it is true that when girl guard themselves up, they tend to ignore the guys that they like, some of them say, this is a test to see whether the guy is willing to go for them or not. If you go away, then, they will see you as uninterested in them, and they will ceased contact with you. This my opinion based on experience. I can be wrong.
She could definitely have developed feelings for you, but since she knows that you like her she might be trying to not lead you on as to not ruin the friendship. Since she has been hurt before someone might of said that she lead them on and even if she hasn't ever done anything to make you think that that is something every girl is scared of once they have been hurt.
