I said yes because I would say that the vast majority of cases is a strong yes.
Talking from experience with reactions from girls when sending it and what I have talked about with my exs and friends. A good night or good morning text will really make no harm to anyone.
However, it can come off as a little weird and unwanted in some situations... like if you send it out of nowhere to a random class mate or not that close friend or if it seems more like a thing you just do every night for the sake of doing it and not because you feel you want to.
A few situations:
You are dating, in a relationship or she has a crush on you. Then she will definitely be happy, it will make her night/day. If you using it while having a conversation it tells her that you are going to sleep but want to make sure to wish her a good night before and don't want to seem rude not replying to her. If you send it randomly it will tell her that she is on your mind right before you are going to sleep.
You are close friends. She will be happy. Maybe it can be a little bit weird to send it randomly if you don't currently have an ongoing conversation, but she will most probably don't mind it. But saying goodnight to a friend when you are going to sleep and just had a conversation is fine. I mean, you are close friends...
She is a coworker, classmate, not so close friend, a girl you have a crush on that doesn't have a chrush on you... okay, she will probably be somewhat happy but it will come off as weird. We'll, if you are having a conversation about a project or something and you are going to sleep it will not seem weird to say " I have to sleep, good night"... but sending it right out of the blue is probably unwanted and will be weird... however, it doesn't harm anyone. They will either send good night back and that probably means they are happy or they will not reply to it at all.
The same thing for good morning... of you just send a random good morning it can be a little weird in the same way as a random good night, but if you use it to start a conversation it will work in any situation.
Sending just a good morning to a girl tells her that she was the first thing on your mind... and if she likes you that will mKs her really happy. But a coworker maybe thinks that is a little weird... but if you say "good morning, I was thinking we maybe could get an early start with our project today" she will not think it is weird.
Only if they’re into you.
Otherwise it’s creepy and annoying.
Personally, I’d say it really depends on the specific scenario. If you’re sending it to a (female) friend, then I’d say no (it’s a bit too personal and relationship-y). But if you are dating, then I’d say yes, it’s a good idea.
However, either way you should simply ask the girl. Personally, I’m not crazy about the whole idea. But I know a lot of girls who are.
The only thing that beats them are good morning texts! <3 There's nothing like knowing you're the first thing on someone's mind when they wake up and the last thing they think about when they go to bed. Even if I'm already asleep and the text wakes me up, I just fall back asleep 20x more happier.

Yes <3. it shows that you want to be the 1st thing on our minds when we fall asleep, and it is the same with good-morning texts. Those show us that you thought about us when you got up and you cared enough to make sure we knew this.

I don't sleep well at night so it wouldn't be a "goodnight text" for me.

I liked goodnight texts when I was ready to go to bed makes you feel special and to me it's super cute
If we're apart, I much prefer a voice note or a video of him wishing me goodnight over reading a simple text.
