Girls want to feel wanted so as a result they wait for you to text first. Some girls are just shy and a little insecure, so they would much rather have you as a man text first that way she feels like you enjoy talking to her and are she's not coming off as annoying. The ones that are really not interested, are the ones that completely block you out of their life and don't even bother responding.

If she messages you back and keeps the conversation going then I wouldn't assume she's not interested... I rarely text anyone without them messaging me first, probably mostly because I don't want to seem annoying and clingy. It probably wouldn't hurt asking her about it as long as you do so nicely.
