She stares at me but avoids me?

A girl at work consistently stares at me from a distance and will look away when i turn my head to look at her. When i look away she stares at me again. She also avoids me too like if i see her walking she will put her head down and try to pretend that i didn't notice her or quickly go to another room when im around.

The times I've talked to her she seemed very awkward and nervous besides the first few times talking to her. She was fine when i first met her.
