It's pretty simple, they dress that way to look good for themselves. They want to look at themselves in the mirror and like how they look. That's why they dress that way. They don't do it for guys to look at them, which is what a lot of guys think. I guess maybe some do. But most just want to look good for what it does for them, not for others. But that being said they should also understand that if they are going to be showing some skin it will attract attention. From men and women alike. So they shouldn't really get mad unless someone is being a complete perv about it then.

Most of this comes from the way dating has evolved. Men are told to chase and women are told to attract.

I don't wear things that show cleavage often. If I do, it's because it is hot as fuck here. And no matter what I wear, people automatically look at my breasts because, well, they're big.

I have been there man and let's not forget those trap questions they ask us. Then tease us when we try to get out.
Taking a quick 1 or 2 second look I guess is something natural. But honestly, lots of women just want to feel good and wear what they want but they don’t want to feel like they’re being preyed on. Staring at someone is overall creepy, especially when your focus is on something you find sexual. The lady might want to feel confident and empowered with a low cut top, but creeps manage to shut that whole thought process down and make her feel very self conscious.
So why would she want to show off the center of her chest in public? What is empowering and confidence boosting about that? Why is she expecting a different reaction than what she would get at the beach in a bikini?

It’s the same reason why an insecure girl would work up the nerve to go outside bare faced. It’s a way of accepting herself and not being ashamed of what she has. It may not make sense to you, but you’re not a woman. And no, it’s not about taking power from other people. It’s about her lack of self confidence. Some women actually wear really heavy, frumpy clothing because they are actually ashamed of their shape (and it doesn’t always mean it’s a weight thing). So in order for them to feel less ashamed, they step out of their comfort zone and wear less out in public. She isn’t taking away any power from anyone else. Nor does she have the intention to. It’s more like drawing power from the feeling of freedom. And yes, creeps can sometimes ruin that and make the woman feel self conscious. Because the whole purpose is for her not to think about her body. All she wanted was to test herself and push through her own boundaries effortlessly. And then suddenly the creep makes it difficult.

Girls get pissed because etge clothing we have to choose from is all about clevage even from age 10 so when we see some guy looking, or for me anyway, it pisses me off because I don't like that I'm forced to wear clothing like that. Cause' there aren't any other options.
I've been with girlfriends who didn't show cleavage. They wore hoodies, sweaters, novelty tees, but they weren't showing cleavage. So, what is your fashion sense, and where do you shop at?
Sadly there are women like me, who perhaps unfortunately due to having very large/huge busts, other than wearing ridiculous high neck tops/shirts etc. cannot possibly avoid showing cleavage. There is of course a massive difference between having a discreet glance/look, and an all out blatantly obvious stare.

I once saw a woman ahead of me in a line in a bank. The pants were very, very short and when she saw that she was being observed, kept trying to pull the bottom of it down. Needless to say, the sight amused me greatly, but it leaves me wondering about such persons: if you don't want people to stare or look at you because of what you wear, why not NOT wear it or else not go out in public?

@Blunique Some time ago I read a newspaper article about a school principal who said he had to caution young male teachers about the trousers they wore to work (school). The bulges at the front was prominently displayed and the teachers said that they wore them so that the girls would notice.
