Observe how she's been behaving, how she feels about things after the break up and all. If she's still feeling pretty sad about it, be a good listener and hear out her problems, support her as a friend when she needs it. For now, stay as good friends, wait until she has totally recovered from it and ideally when there are no any form of emotional string attached between she and her ex.

it really depends on the girl but I think since you've known her for so long, you can tell when she's happy, and not, etc? just wait for when she has actually moved on or seems happy.
it depends on where you come from at my school its wait at least a month even without her permssion but if they were really close like you said give her mayb a little longer or until you can tell she's not so sad
