Kinda... there are plenty of girls who would label a guy a creep and would think a guy is cute if the both did the same thing.
Just look at Iliza Schlesinger's (probably spelled it wrong) stand up routine on Netflix. All about not wanting ugly guys to check out her ass and wanting hot guys to check out her ass.
Creepy is how they feel... but creepy isn't what he was necessarily doing.
I gave and ex lover shit for being upset an unattractive guy approached her, she was acting as if he should know better... always looked down upon her after that. I didn't care that she caught feelings for me, a nervous guy trying to make a move isn't a bad guy.

Things that women think are creepy af when ugly guys do it are considered cute and quirky if he's attractive.
I'm willing to bet that if a woman was sexually assaulted by a hot guy and saved by an ugly guy, she'd be much more likely to think positively about the attacker.
a creepy guy is creepy, regardless of attractiveness. i've met my fair share of attractive guys that once they open their mouth and say something slimy their hotness goes down A LOT.
an attractive guy flirting with you is "welcomed" because you want to date him or hook up with him or whatever it is you're interested in. (and i say "welcomed" lightly... depends on the girl and what type of advances the guy is making)
an unattractive guy flirting with you is not welcomed because you don't want him.
I WILL SAY IT STAIGHT UP YOU F*CKING PR*CK. Ugly guys are creepy. While it can be the case for hot guys, it takes a lot more for hot guys to been seen as creepy.
BUT, it's literally the same both ways. If an ugly bird is trynna holla you're gonna be like "ew, creepy".
This is true to an extent. Think about how you would look at women. If an attractive girl or a girl you would like to date was flirting with you, you would enjoy the attention and find it endearing. If someone you wouldn't want to date flirted with you, you might initially take it at face value, but if it persisted, they would just become annoying, even if they were actually attractive. But obviously in this scenario, the attractive person is less likely to be labelled annoying. But since women have more guys on average flirting with them then the other way around, it is more likely that some guys will go from annoying to creepy. But the level it takes to get there is different on the woman.
I'll be truthful, I find ugly guys creepier, I don't know, it's just easier for them to appear creepy. It's like if a hot and ugly girl was both being creepy towards you, you'd probably date the hot girl and file a report against the creepy girl. Humans just value appearance as a relationship basis. There are exceptions to this but there are very few people
It's not impossible for a good looking guy to be creepy, but this is true most of the time. Two guys can do the exact same thing, one will be seen as hot and the other creepy, based on how attractive they are. However, why does that matter?
That's not entirely true. Attractive guys can come across as creepy as well. However, people tend to be more lenient with them, possibly because they hope that his "creepy"actions are unintentional or that he's not always acting weird.
There is some truth to that. An chat-up line from an ugly dude and he will be labeled creepy. The same chat-up line from an attractive guy and he is the sweet guy that flirted.
