She was talking to a guy she knew and she was going bright red in the face and was wanting to hide from talking to him and he is the brother of one of her friends

Her body language is open and her arms are to the side. I smile at her and she just turns around. One time she was in the car and she just kept staring

Awhh she sounds like a really sweet shy type. Go gentle if you choose to approach her. Think of her as a stranger's dog, go towards her slow, show your not threatening etc and just say something like 'hey I've seen you around a boy's hopefully she will talk and tell you why she's been staring
