And even with pants that do have belt loops, wearing a belt can cut your style profile in half, making someone appear shorter than their actual height.

Many belts are also uncomfortable when you sit down. Some people don’t want a leather or vinyl strap cutting into their stomachs.

Wearing tighter pants isn’t always a viable option. Buying a different style of pants would be an option, but not everyone is willing to hunt for that perfect pair. Sometimes people buy garments for their aesthetics - to create an outfit with a certain style or color. Pulling up one’s pants occasionally is often not a big deal.
Consider some other possibilities too: (1) recent weight loss (2) a sit-down meeting on the calendar where pulling up one’s pants would be unnecessary, and (3) the obvious: They could care less about what other people think about what they are wearing.
Another thing to keep in mind is that during a typical day, one’s stomach expands and contracts from hour to hour. After a big meal, having an extra inch of fabric might actually feel better.
