Just curious to know your thoughts...
because my 17 year old cousin did just that and I found her to look quite skanky and attention seeking... I worry that she may get the attention from the wrong type of guys.

We have had cultures that had many diverse beliefs on what is proper covering. While we have women in the skimpiest of bikinis, we also have women covered from head to toe, and those that stray are ostracized. And the attitudes shift like the winds over time.
As for being at the beach or not, it does not matter. What is morally okay showing does not change because of surroundings.
Today it is quite common for women to wear tight clothes that reveal the size and shape of her breasts, even if "covered". It was not so awfully long ago that anything revealing that much was terribly "immoral" and loose clothes that did not hint at size or shape were the only "appropriate" clothing. So then society worried about being able to see the size of the whole breast, now people are worried about the tiny bump that sits on that breast. Amazing! So much worry over so little.

If they're aware of it then I think that it's a bold move and will clearly court attention of the kind that they may not want. I'd question that it was a good decision. The same would apply to a guy walking around with his dick visible through his pants. If it can be avoided then it should be and if they don't avoid it then I'd question it.

I dont judge, because a lot women say that not wearing a bra is more comfortable. If that's the case are home then why can't it be the case when your with family. Or going out. Just case your not wearing a bra through a shirt doesn't make you an attention seeker. I mean even I go commando sometimes and there is a noticable bulge, doesn't mean I'm seeking attention, I just didn't feel like wearing restrictive clothing.

Women need to start applying the logic they use to fight against what men think to their own. Also, she will probably get attention from the wrong guys anyone's if she is attractive. Plus, most GUYS are the wrong guys until there is someone that ends up being the right one. It takes time to become the "right" person for someone.

I think very highly of her, in the words of my girlfriend "a bra is a booby zoo" home is were the bra comes off, you feel relaxed and free, kinda how I feel in Kickboxing shorts as you don't wear underwear.

Though I prefer it if girls did this in the company of their partner, doing it in public is dicey, especially if you have large breasts.

Well it's all biological in the end, even men can have hard nipples (some even have breasts i. e. gynaecomastia). It actually depends on the type of person and the socio-cultural environment you're in.

In certain parts of the world, it might be viewed as a provocative stance whereas in other parts of it might be as normal as taking off your undershirt/vest during a long summer day for personal comfort.

Ok, ok... it's definitely an attention getting apparatus, and she should expect to get it and not react negatively or like a prude when she does. You are probably correct on the wrong type of guys part.
I guess most laws only say that a woman's breast only needs to be covered.
To me, some look very nice bra less and other shouldn't leave the house without them.
Just my opinion, but not my chest.

I don't care because its harmless, no victim is created from not wearing a bra and women don't wear bras at times since bras can be pretty uncomfortable for some of them. Its not just for looks and even if it was, just ignore it unless the way they dress breaks rules on anyone's property.
