Why do girls stare but never say anything?

I work in a female dominated workplace. I notice that women my age look at me sometimes when they're walking by. This also happens in the outdoor world.

I may be catching their stare because I'm quite aware of my surroundings.

The thing is no girl has ever approached me or said the first thing. Why is this? I always have to make the first move and its exhausting.

I stare at men all the time out of habit. Women are taught to constantly be aware of our surroundings pretty much to avoid dangerous men. I stare at men all the time without even realizing it, it doesn’t mean I like them or anything, it just means I’m keeping an eye on them so I can stay alert and aware.
