Why do girls stare for so long and do nothing?

Why do girls give you that look as if they want to be approached and do nothing? At times it just lingers on a bit too long and I can only act as if I don't notice but if they're that interested shouldn't they come to you every once in a while

Its kind of awkward walking up to a girl thinking of what to say only to give them a blank stare and then turn around leaving her with the look of WTF, that's happen to me before even when they've tried to talk to me first. I can't speek so I'm the wrong person to look at, it might seem weird but I'm always looking around for other guys she should be more interested in

The girl is giving you the green lights, that's what a long stare supposed to mean, so green light if you are interested you go and talk to her, its harder for a hard to approach we don't want to come out as desperate and guys usually take a girl for granted if they are too sure she is all over him...

This is also true. Guys are more likely to see a girl as desperate for approaching than vice versa, and they're also more likely to fake interest for sex (which in turn means the girl will get used in a major way). The most a guy can get used for in this situation is a drink or two, not his body.

Yeah exactly, even if the guy is not that interested he will think : "why not?" and most of the times when the girl is too in control right at the start, the guy gets suspicions wondering, does she do that all the time...It doesn't usually work, I wish it did, I think it would be easier for us girls too, if you want just go get it but its way more complex than that...

Because most girls are under the impression that if a guy likes what he sees, he will come over. If she's giving you all the signals she wants you to come over, and you don't, she will automatically assume it's because you don't find her physically attractive.
