Why do girls give you that look as if they want to be approached and do nothing? At times it just lingers on a bit too long and I can only act as if I don't notice but if they're that interested shouldn't they come to you every once in a while

Its kind of awkward walking up to a girl thinking of what to say only to give them a blank stare and then turn around leaving her with the look of WTF, that's happen to me before even when they've tried to talk to me first. I can't speek so I'm the wrong person to look at, it might seem weird but I'm always looking around for other guys she should be more interested in
