Why do girls stare but never approach?

Why do girls always stare at me but will never approach me or even smile at me? I'm not extremely weird looking or have anything unusual that people would stare at constantly in fact I've been told I'm pretty good looking so 🤷

1. Dont have the words to convey intentions in a healthy way.
2. Fear of rejection.
