I had a friend that lived in Ghana. Every time we chat his eye contact was like mine. It could be a personal issue or. It may subconscious way to establish dominance.
I forget what country in the orient.. It makes them feel self conscious.. this last part I may have it all mixed up.

In some cultures it depends but The rule of thumb in Africa, is to be careful about the eye contact you make with anyone that could be seen as a social (or workplace) superior. Staring at a superior will be seen as a challenge or as a sign of disrespect.
As respects a very important part of African culture (especially elders) treat the elderly with kindness and respect and you should be good
I am honestly unfamiliar with the culture of Africa and what is considered acceptable and unacceptable so unfortunately I do not have any first hand or second hand knowledge to be able to properly answer the question.

I don't know, but if you are talking to a person with autism, and they look away, they not being rude, they are actually concentrating on what you're saying, if they close their eyes they are really interested in what you're saying!,,,
Africa is a very diverse continent, and I'm sure eye contact is rude in some places, and not rude in some other places.
