No one is entitled to my attention in any circumstances. Talking to someone doesn't involve eyesight that's mouth and ears to hear and say.

Depends on culture. In western cultures it’s rude not to have eye contact during conversations. In pasifika cultures it’s disrespectful and a sign of challenge to give eye contact during conversations.
