Sometimes. Maybe one out of 5-10 people? I don't intentionally avoid it, but I don't go out of my way to make eye contact either.

If I make eye contact I'll usually say something, or at least nod my head.

An exception is when I'm hiking. I look at most people in the eye and say something. So do a lot of other people. Although people walking/jogging wearing ear buds rarely say anything.

I intentionally avoid eye contact with old men. Well, normally, I just don't look at anybody if not necessary.
