Yes, I agree that it's rude. You're making the other person uncomfortable and you don't know if they're afraid of you or if they have self-esteem issues. It's not a good idea.

Tbh, it is rude, but it also depends. If someone is checking you out, you would feel flattered. If someone is just staring at you weird, you would feel like it is disrespectful.

Its all in the eye of the beholder and thats not something you know until you GAZE. Now, if you LEER its different. If its a shared smile is that staring? Best to be safe to glance and then break eye contact and then look again.
