Is my future sister in law flirting with me, or am I reading too far into it?

Me and the sister in law get along really well, so much so that my fiance and her husband say that we're basically almost twins. We like a ton of the same things, we have a lot of the same mannerisms, and have a lot of the same drives in life. We essentially have more in common than I do with my finance and she does with her husband. This had led to some interesting dynamics including me and her having some pretty long conversations during the days (the 4 of us live together). We laugh a lot together and have a number of inside jokes. We essentially have great chemistry, and whenever we talk, we always lock direct eye contact the entire time.

So me, my fiance, and her sister went on vacation out of town earlier in the month to see family, her husband didn't come, he stayed back home. Well I noticed that a lot of times throughout this trip, she kept "bumping into me", like standing waiting in line, she'd slowly move over an inch or so until like her arm or should was against me at least for a minute and then she'd move somewhere else. This happened at least 5 times. Or when she walked by me, she'd always brush against me, not overtly, but very subtly (no one else does this). Then at home, I noticed she'd always sit pretty close to me... she'd have more room on her side of the couch to put more distance between us, but she'd always been close to me.

Finally, I noticed when she sat next to me, she'd always sit leaning away from me, but extend her foot on the couch and would brush it up against me, I'd move my hand so it would brush against her foot to see if she'd react, and she doesn't. She leaves it where it is for a few minutes. Last night, she laid out on the couch next to me and put her feet behind my back for a few minutes. I have a foot fetish and have checked out her feet a few times, so she may have noticed.

Does it sound like she may be flirting/teasing a little? And suggestions how to double check and see for sure? Or am I looking too far into it?

This kind of inappropriately close interaction with your brother in law is definitely frowned upon in my culture and now I understand why...

Feels like you also are interested in her... If such is the case maybe you should talk to her and be clear about it and stop the ambiguities.

1) You either marry your fiance and learn to keep a distance from her sister out of respect for your future wife.
2) Or you could break off your engagement and look for an unmarried woman who matches you in terms of interests.
3) Or, if you want to take the drama filled road, break off your engagement with your fiance and she divorces her husband and you get married

Sounds like she could. But sounds like she's not the only one. Sounds like you do as well. If you don't feel well matched with your fiance, and you'd rather be with someone that shares more of your interests and you have more in common with, that's one thing. But starting anything with your fiance's sister would be wrong. Not only would you destroy a sister relationship, you would ruin someone's marriage.
You should make sure you really love your fiance as really want to marry her because just reading this and the way you speak about her sister, doesn't sound like you do.

Welp 2 options ignore her, try to ignore it due to it probably just been a passing crush and you haven't noticed her flaws yet and that you don't really have feelings for her.
Or the other option break up with your partner... No point been with someone you don't feel fully faithful to. And well if she does have feelings for you she should divorce with her husband.
Then when everyone is single, You can do what you want. However if ya get with her it will for sure break the peace of family. But then honestly sometimes the cost is worth the price if the both of you really want to commit to it.
Also this way no one cheated, no one actually did anything wrong. Just still people were hurt for seeing the true feelings of people and them been honest.

Based entirely on what I know about her from your question, she is DEFINITELY flirting with you, but and this is the important bit. I believe she is doing it because she sees you as 'safe' someone she CAN flirt with knowing nothing will ever go too far.
Of course, you might read into it something else, you may even fantasize about it, but if you enjoy the way things are and you love your wife? NEVER for one second admit to her you think she's doing anything but flirting with you, or the whole dynamic will change to the detriment of your marriage AND the excitement you share with your sister in law.
