She ignores "good luck message" but initiates convo when in person?

So I sent this girl a thoughtful "good luck with your exam today" message two weeks back. No response.

Then when I see her two weeks later she initiates conversation telling me she passed the exam.

Because it's so late it just doesn't seem sincere. Why would she ignore me and wait to tell me two weeks later?

I was v interested in this girl but this just seems like a red flag to me.

Dude, when you say "good luck" it implies that you already ended the conversation. She feels no more need to respond to you after that point... because there's nothing to respond to. You shouldn't have waited two whole weeks lol.
I'll presume you're not really close friends with her yet since you're asking this kind of question, but the common rule of thumb is the guy initiates conversations the most initially into your relationship/friendship. A lot of girls are too shy anyway to initiate the conversation. Like if I were you, after you know she took the test, ask her like, "how did the test go?" and go from there.
Her initiating conversation in person shows it's nothing personal dude, in fact, she might be CONFUSED as to why you haven't gotten back to her in 2 weeks and is worried.

If someone ignores a message I assume they are uninterested in talking.
I'm not going to bother someone who doesn't give me signals she's interested.

She’s not interested. I’m pretty sure she initiate conversation because she’s a coward. She can’t tell u straight up that she’s not interested. She knows ur going to ask about it and why she didn’t reply to ur text so she wants to beat u to it.

Not really, I mean it's kind of hard to respond back to good luck I feel that's the kind of ending message you say and the other acknowledge s thought a thanks wouldn't have been too hard to say. Don't look at it personally
