Girls, Why do girls flirt some days and then not flirt other days?

For context, I'm 21M and I'm really into a friend who's 25F. She's my cousin's friend who started flirting with me back in May of this year. Saying things like I have nice eyes, establishing physical contact, etc. Now she's ramped it up to calling my parents her in-laws and her sending pictures of bathing suits to me for opinions.

Reason why we're not a thing yet is because my cousin [F30] wasn't into it and expressly said to other family members she didn't want us dating. Now all of a sudden, she seems okay with it.

We hang out every weekend, at least twice, maybe sometimes during the week if our plans line up. I'm very intent on making the move but she's hard to read sometimes, and throughout the past couple months, some weeks she's all over me, very flirty, and other weeks it seems she's not really feeling it. Not standoffish, just not flirty.

My question is why do girls do this and what is she saying? Last weekend was sort of weird because she wasn't into anything and then at the very end of the night, when we around people in public, she's like "why don't you just come over here and kiss me already?" Huge invitation in my opinion that I didn't take because of the company present and where we were.

So again, why do girls do this and what is she saying? She's laid down some pretty serious hints and the flirting got more intense when I started vibing back. She's also said to a mutual friend I'm the "type of guy you marry, and take is slow with."

I've heard the "convenience store" theory, the "reeling in" technique, and that some girls just like being chased. I don't want to be cynical and stereotypical, but what do we think is happening here?
