I recently caught up with an old friend from highschool and she told me how she was mad that I never asked her out because she liked me... COME ON!

If I had known I would have done something about it. Is it a gender roles thing or just fear of rejection?

It's always fear.
They will say lots of things about "tradition" and biology and "that's the way it's supposed to be", essentially, but it's all fear-based. They don't want to feel rejected.
