Girl that stopped to talk with keep messing with me. What to do?

Some time ago I've met a girl on dating site. We were talking for a longer time. Both have a same sense of humor and we were having a good time. After some time I asked if she wants to meet. She was really happy about that. But because of my fault we didn't meet. After that she started to be less and less interested in me. So, I'm like ok, time to move on and stopped talking with her. After about month I got notification from intagram that she liked my photos. I asked her what's about that and she just said that she wanted to know how's my life going on etc. Then I started to talk with her for some time and asked her if she wants to go out (second time). She then said that she has plans already and doesn't have time to meet. So cold. After that I blocked her and really wanted to forget about it. Ok, so after about month I instaled tinder to meet someone new. Well, after few days I got notification that someone right swip on me. It was her again. Now my question. What's wrong with that girl? Why does she just let it go? I mean she seems not interested with me anymore so why she keeps doing it? Sorry for my English, it's not my native.

9/10, things didn’t pan out as she hoped with whomever was grabbing her attention and you seemed like the “safe” choice. The grass isn’t always greener on the other side and she is discovering that lol anyway, I’d just block her and forget about it.

Probably. When I typed to her there is no point to keep that "relationship" she was quite annoyed that I want to go away. But at the same time she didn't want to meet because I "hurt her" as she stated. Looks like a toxic person to me.

We were texting for like 6 months. She still texted me that she really likes me, but at the same time she doesn't want to meet because I "hurt her" when we didn't meet for the first time.
