Well ordinarily it would be the man, as male physiology simply provides for more dense muscle fibers, mifepristone fast twitch muscle fibers and stronger bones! However, if the woman is on a specialized diet and exercise regimen, if all else is equal, then it is possible for her to be stronger.
Genetics. Muscle mass etc.

Men are about 70% stronger than women, meaning 99% of all men are stronger than 99% of all women by default. This applies even to powerful women.
So if the athletic woman is say, five-foot-ten-inches tall (70 inches, 178 cm) and 150 lbs (68 kg), then an average-build adult man would have to be around four-foot-one-inches tall (49 inches, 124 cm) and 105 lbs (48 kg) to be her exact equal in strength, even though testosterone might still give the man the slight advantage.
To put that in perspective, that means Charlotte Flair from the WWE is about as equally strong as Peter Dinklage. Although realistically, he's still probably stronger by about 1 or 2% due to a lower center of gravity and testosterone. (He ain't a soyboy.) And keep in mind, adult male chimpanzees are about the same size as Dinklage, roughly four feet and a hundred pounds, and are 50% stronger than average human men, most of whom aren't a Little Person like Dinklage. Size really isn't everything. (I know, right? I'm surprised, too!)
Needless to say, the man is stronger. MUCH stronger. And THIS is why you don't allow transwomen to compete in women's sports, people!

The man, because out bodies work differently in term of muscle mass building, we have more hormones that target the gain of muscle mass. Women have to work far harder to achieve the same gains.

Though both genders have the same potential for muscle growth, male bodies have more muscle mass to begin with and will thus be stronger with the same amount of training.

The guy, with testosterone they will build more muscle by doing the same amount of exercise, and have a higher bone density giving them a stronger structure, also women tend to have softer connective tissue making them easier to injure, women also store less collagen in the skin and that's why we produce easier if you've ever noticed a woman with a lot of random bruises on her legs, that's why.

No... I never assumed that men were bigger or taller built than women. Based on your scenario, even if the guy is shorter, the general standard is that men are stronger biologically than women. Even if the woman is taller.
The main difference you might find is a very thin, lanky guy versus a female weightlifter or such.
