This is a hard one, only because I've never felt the need to express this ever. But, that's exactly why I will try and explain what "I" consider feminine qualities, which doesn't necessarily mean it's going to be a global view shared by all men.
I feel, femininity can be considered a type of 'force' a woman projects. It could be in the way a woman wears an outfit, the way she walks, how she does her hair, the way she smiles or not, even the way she talks, or all of it together. Essentially, a projection so confident, so 'feminine', that she walks in to a room and every guys has no choice but to give her their attention. It's an energy that fills the room. It can be so powerful that it's intoxicating to a degree for many, almost like a high and you can't think straight but you know you want more of it. This force can make the simplest man, of any shape and size, 'feel' like they are the most powerful man in the universe.
It's something that's been weaponized successfully, in a way, to make men content in draining their wallets at many strip clubs and by some women all around the world for selfish interests.
Some women have a hard time successfully employing their femininity and some others instead choose to focus their energy into what's colloquially considered the "modern faux-feminist movement". In my opinion and experience though, these women tend to be in the younger age bracket and have yet to experience much of the world or are women that have, unfortunately, experienced hard lives.

If you're referring to my statement on feminists "tend to be in the younger age bracket", I never made any statement of exclusivity. There are feminists of all ages that share both the more traditional feminist philosophy of equality and that of the modern philosophy on feminism.

+1 yI like when a girl is 'medium-feminine'. Let's just say that if I were to describe what I'm looking for in a woman the word "feminine" wouldn't ever be a part of that. That being said, I'm not into like the tomboy type at all. Somewhere in the middle. I think that guys who specifically like feminine girls are more likely to be ones who themselves believe in more traditional gender roles (man is the head of the household yadda yadda yadda).
So personally, making yourself more feminine would not be the way to increase my attraction to a particular girl. It's not really something I think about. Although I do sort of "expect" a certain level of femininity (which nearly all women have) or I am not going to be attracted to someone.
As for what feminine means? That's a huge question with varied answers, many of them rooted in gender-role tradition. So at the extreme feminine is: submissive, quiet, reserved, pretty, delicate, etc etc. To be honest, you have as good a grasp on what men mean by 'feminine' as anyone else. It's "girly". When she is elegant in her behaviour. That means the way she walks, it needs to be graceful and not manly. The way she sits also needs to be feminine, she cannot sit and walk like a complete sloth. She needs to have table manners and etiquette whilst eating. That means feminine and classy women hold their glass very differently, the way you hold your cuttlery etc... needs to be polished. Her giggle needs to be soft and feminine and not loud and boisterous. Slow and graceful movements are required for femininity.
The way she dresses is a must: NO MASCULINE clothes trends. That means street trends are forbidden. No trainers unless you’re at the gym or cycling. No oversized clothing. You wear elegant materials like cashmere and silk and you wear elegant colours like neutrals, soft pink and red but in good materials.
Your hair needs to be always clean and tidy and kept out of your face. Your makeup needs to be flawless and your foundation must match perfectly. It helps also if you go the extra mile and painf your nails however if they’re not painted at least keep them clean and shaped.

I like girls that are able to take their own stand and in my case, a girl who is able to come forward first to speak or anything. Be super vocal, in short.
In my view, a girl is feminine when-
1. She just gossips a lot. Guys gossip too, but unless very much required do not share personal stuff. Through my firsthand experience, I have seen that girls do talk about personal stuff. That is not acceptable. Just to point out, good guys respect girls privacy.
2. She does those nonsense looks. Puppy, pouting, whining looks. Why? You are a grownup, we expect you to act like a grownup. Even if some guys may like it, I do not, seriously.
3. Extra loud in public spaces. You must have come across such girls. Very irritating. Girls have high pitched voice in general, and that makes it worse.
4. Being unnecessarily moody. Not that it is a problem. Can be understood sometimes too. You are taking someone else's anger on me, totally understandable. But what is not fine is being moody about things we are clearly able to see are perfectly fine. And upon that, not giving reasons about your mood. We are understandable, we expect you to be understandable. To be mature, in short.
You are older than me. Some of my points may be wrong or unacceptable. I just said all these things based on my observations in public and in college.

"If you gotta ask" what femininity is, it's probably unanswerable. I think a big part of it is that 'feminine" women genuinely like associating with guys, and that will dictate their behavior with men. I also think a "feminine" woman will dress in a feminine manner, rather than always wearing jean overalls and lumberjack shirts! Most women who are in relationships with guys dress to please their men. But these are really incomplete answers. I don't know what else to say about it.
