Why some girls fake flirting just to reject the guy?

I met this girl twice accidentally but I noticed she's one of the girls that fake flirting just to make the guy take a step and talk her then she reject him in cold way usually. I have been there before with time I avoid these type of girls
Why some girls do it? Are they broken? Desperate? Mental issues? Or other Things?

#wastehistime I’ve seen that on Twitter. They lead them on and then after they waste his time they post #wastehistime. Maybe that has something to do with it. Other than that she's probably is looking for attention or the guy was faking his personality and she caught on to it and she doesn’t like how he wasn’t being himself.

They want the benefit of a caring person without the need to commit to them, in other words, attention.
Or it could be that she's one of the girls who lose interest if the guy shows intertest (which i personally find really weird, but there are acc people like that)
