I can say this, and it will get me to look at you, but it will not earn you the response you want:

Clicking, whistling, snapping, or any of that shitty stuff people do to attract servers or waiters, etc.

You can do it, but it is incredibly rude and insulting, so if anything, avoid those.

If you want to get someone's attention, just go for a soft throat clear, and they will probably look up at you. Then smile, and ask your question, or say something along the lines of "Hey, can I ask you a question..."

If that doesn't work, and the person is very focused on a book or on their phone, you could try a light shoulder tap. Don't grab their shoulder, don't squeeze them or anything, just a light tap, and then smile and do the same as above. This might not be well recommended though, as a lot of people don't like being touched by strangers, and they may have had some past trauma. Also, don't do this if they are talking to a group of friends or such, only when they are alone or talking on the phone (preferably wait until they finish).

I'd recommend not staring either. People do have that instinct where if they feel eyes on them, they'll look up, but at that point it might creep them out more than assure them...

I wasn't planning on seriously responding too any of these but I read your opinion and I agree with that 100% it is called cat calling and I am 100% against it, it is not only rude but disrespectful and cat calling is not made for a woman because an actual women deserves respect and an actual civilized conversation, not a disrespectful whistle from across a street or room
