Is she just stringing me along?

This girls said she likes me, and I also like her so I am trying to get to know her better. At first she sometimes send snapchats which she knew I would start a conversation about. But she barely ever initiated a conversation herself.
Now (1 month of serious talking) she still says she likes me and says she wants to do things with me. But she never initiates a conversation nor tries making appointments to meet. She does keep the conversation going when we have one. But a lot of times she reacts so late that the conversation has no point in being held anymore.

She always reacts to everyones texts really fast except mine.

Is she just stringing me along?

Women are wired to take your lead. So setting up the date to meet, is for you to do, not for her. You'll find with most women, they take rejection much harder than men, so as shy as you are, they are 10x more reluctant to initiate a meeting or date. Especially today, women aren't used to being rejected so it's a terrifying thought to them. That's why you need to get into the mindset of always being the one to initiate the meet up. Expecting them to do it will get you no where. Simply say "Hey, you seem interesting let's hang out this Friday"
If you get a positive response from that, then you can then ask for her number, then set up a time for the date, etc.

I'm confused how anyone could be able to measure someone's typical text-reply time with other people. But, if that's true, then that means there are people in her life more important than you. That's just reality. It could be she's become accustomed to the conversational style of texting that you've set as the precedent. So, she doesn't respond because she doesn't have the time for a conversation. Try to reframe your texts in such a way to initiate a different action, like talking on the phone or going somewhere.
