No, it doesn't mean she isn't into you. If she is accepting the offer to go on a date, that says the opposite. If she wasn't into you in some way, she would simply reject the offer. As far as the texts go, that might just be the type of person she is.

While I have noticed that guys are typically not into texting as much as girls are, there are always exceptions to any rule. Maybe she just doesn't like to text.
