I just got through watching a video that a lot of men are avoiding women in general out of fear of being perceived as creepy. As for why only old men and homeless guys... I would say they haven't been the men getting attacked as much or the target of being put on blast just for looking too long or something as simple as holding the door open for someone else. I would also point out they're old or homeless, so they have less to lose if they do run into a crazy feminazi that starts cussing and slapping a guy for holding the door open for her.

Basically, your average normal guy that has a job and anything to lose isn't going to risk getting caught checking a girl out unless they have a lot of balls and really don't give a fuck.

With that said, you can thank modern feminism and the current culture war.

It might just mean that they feel they have nothing to lose by checking you out. Younger guys could feel embarrassed, not want to offend you, or feel like that by checking you out they're somehow being creepy. But some older men are more brazen (the same goes for older women), because they expect you to be uninterested. So, if you respond negatively, that's to be expected, they lose nothing. If you respond with a smile, though, you probably made their month.
As far as homeless people, there are so many people in need of mental help and support that it's hard to know in general why anyone does anything. But overall, I'd say that the fearlessness of being beyond what society can do to someone means they are more brazen.
The guys you want to check you out are too afraid, or too considerate to do it.

cause i see it all the time. the guys that are staring at me are old men, homeless men only talk to me, when im walking and theyre driving i only see old men turning their heads to look at me, etc. when its young guys they just glance once and then look away

Unless u are able to keep looking at all guys you wouldn't know if a younger guy is gazing at you when your not aware older guys and homeless people won't really care if u catch them looking
