Why are my all of my sister's pets aggressive and have bad anxiety?

I've noticed both her dog and cat have really bad behavioral issues. I can't help but wonder... why?

I've owned 4 dogs and they've all been sweethearts.

Did she adopt her pets? If so, then their anxiety issues likely came from previous owners. If not, then how she treats them could be the reason.

Maybe she did not have time to train them, adopted them from an animal shelter, or her boyfriends abused them.
