Why is a girl sending me signals and sending another guy signals?

I started attending a group about a year ago. One girl there started following me, but I think that this was her being annoying because at this time she was slightly taking part in some bullying that was going on. Recently that has stopped and she seems to like me. Getting nervous around me and making eye contact while we talk. The thing is that another guy had known her much longer and they seemed quite close. The past couple sessions after the bullying stopped he hadn't come back, but then he came back again. As soon as he came back, she seemed to give him a lot of attention, just like before. She walked with him to get to where we were all going and then talked to him a lot. She also talked to some of her friends. And she still gave me some signals, but she seemed close to him. Aswell as this, she seems to talk about guys she has been with a lot and talk to a lot of guys. The difference is that I never gave her attention. The times she talked to me, were usually started by her and she seems to be always around me. I should also mention that the other guy gives her a lot of attention. Not sure what she is doing and if she is flirting with some people for attention, but they seem very close and I was wondering why she seemed to like me. If she doesn't I was wondering how I could get her to.
