Why this girl doesn't initiate a conversation?

We have been staring each other, I approached her and I asked her name, etc. We really don't know each other, it has been only starings and short talks when we cross in the hallway, sometimes we don't meet for a week or more, and so I find her again, sometimes we act like strangers each other and we ignore each other too and other times I talk her normally if we are close, we've only talked three times during 3 months. She seem happy when we talk and always keep the conversation, I'm who has initiated the conversations. But so it starts again: we don't meet for some days and so when we cross again , she acts like if she never hasn't seen me before, unless I talk her, so she does and talk normally.

What should I do?

1. She could be somewhat nervous to make the first move

2. She may not be into and your eye contact was accidental and she may think that you think she’s into you and doesn’t feel the same way so it’s why she doesn’t initiate things but is still nice to you if you talk.

3. She may not be into you and your eye contact was accidental and she may not even realize that you’re into her and has other things on her mind which is why she’s normal when you do talk to her.

4. Playing hard to get is also a possibility even if you’re both adults

After that, she has pass by my side and she has ignored me, acting like if I don't exist. I think she has given up on me or is not longer interested at me.

Stop playing around and ask her out on a date... to some Christmas exhibit or festival or something during daylight.
