When I try of some topics to talk about, she does reply, but she is so passive. How to make her more proactive? And why isn't she?

Sounds like she doesn’t like you very much. There’s no way to make her more proactive if she doesn’t want to talk to you.
If you think she does like you, then it could just be the topics you’re discussing. If a man comes and talks to me about sports or something I have no interest in, I have very little to say. Try changing up the topics to what she may be interested in.
