Girls, If Girls say they like Shy Guys so much then why are most Girls known for ignoring them?

I think the problem is that most girls who tend to like the shy boys are actually the shy ones as well. Since they often lack courage to flirt, shy boys don't pick up on their clues. But they suck at giving them theirselves, when they are afraid it's no mutual attraction. So the girls never know the boys like them and it's just the same the other way round. It's like a paradigm of shyness.
