Is my brother acting weird or is this normal?

i don't know how to explain this, but my brother, is acting really weird. he's always feeling my feet. It's very creepy, and whenever he sees them he starts feeling and cuddling them. He also calls my feet "lil cuties" whenever I tell him to stop he complains I'm too sensitive and to just deal with it. Seriously I don't think this is normal, but I'm not a 15 year old guy so I don't know for sure. Can someone PLEASE explain what the heck is wrong with him?

well it's definite he has a foot fetish, no normal guy would touch their sisters feet and give them a nickname. personally you need to straight off tell him to back off because if it's making you uncomfortable you needa get it through his head. if he doesn't listen to you, tell yer mom!
