Is my brother being weird or is this normal?

My older brother who is my half brother is 32 years old I'm 20. He moved back in with us when I was 17 and started doing some stuff I interpret as weird, he moved out and recently again moved back in I am now 20. He is constantly touching me, this involves kissing my neck, always hugging me, nibbling at my ears, when he comes into my bedroom to lay with me he hovers his hands over my boobs, and private area he does this over the blankets but I assume it's obvious to him that he knows where his hands are. I brought this up with my sister once and said he makes me extremely uncomfortable and she said it's just because he still sees us as little girls and doesn't realize it's weird, but to me it is. Does anyone else agree this is not normal? He makes me extremely uncomfortable to the point where I now have to lock my door.
