It means she is cautious about who she gives her mobile number to. I don't blame her. Once someone has that, if they end up harassing that person or calling/texting constantly, it becomes a nightmare for the person. It isn't like she is going to want to change her number if that happens.

She did give you a way of contacting her, so that is something. Perhaps once she gets to know you better and feels more comfortable, she will allow you to have more personal information. I would be careful not to push her on this too early.

You need to let her do it on her own time. Just keep building trust. Also, you just met. So, neither of you know if things will work out or not. You may find real quick that it isn't a good match and then there would be no reason to exchange numbers.

Ref update: yes I would say there is some interest. She probably doesn't just hand out her insta to anyone, unless she is one of those obsessed with follower count.

If you met her and things were positive in your conversation at this ball, I would look at her giving you her account info a positive thing.
